Job Description
As the Chief Compliance Officer, you have the primary responsibility for ensuring that the Bank maintains a strong and effective compliance and fair banking/lending management system, for overseeing the Bank Secrecy Act AML/CFT and Sanctions compliance program and for supervising the staff of the Bank's compliance department.Responsibilities include, but are not limited to: coordinating the development and administration of policies and procedures and compliance training and monitoring to ensure that the Bank's products, services and business practices comply with laws, regulations and regulatory guidance and that changes to laws, regulations and regulatory guidance are identified and implemented in a timely and effective manner; ensuring that consumer complaints are appropriately addressed; responding to requests from compliance auditors and examiners and ensuring that findings and recommendations from compliance audits and examinations are resolved in a thorough, sustainable and timely manner; and ensuring that the Board of Directors and senior management are apprised of compliance matters.
Essential Job Responsibilities
1. Manages the bank's compliance management systems and compliance risk assessments practices.
2. Coordinates a self-assessment of the bank's CRA/fair lending activities, compliance management program and BSA AML/CFT and sanctions programs.
3. Oversees the Bank's compliance with Bank Secrecy Act AML/CFT and sanction laws and regulations.
4. Oversees the Bank's fair banking/lending compliance with Fair Lending laws and regulations.
5. Oversees the Bank's compliance monitoring programs at sufficient scope and frequency to ensure risk exposure identification prior to audit/examination identification.
6. Assists the Chief Risk Officer with the design and production of the quarterly Enterprise Risk Report and other risk management reports.
7. Serves as Chairperson of the Corporate Compliance Committee.
8. Ensures effective review protocol to ensure corporate policies, processes and procedures comply with consumer compliance laws, rules and regulatory guidance.
9. Serves as a resource, in a consultant (second line of defense) capacity, for product managers and other functional areas on compliance issues, questions, or problems.
10. Participates on committees and task forces involved with new and revised products, corporate outreach, and risk management.
11. Reviews and interprets new and pending laws and regulations, develops appropriate policies and procedures, and communicates changes to affected areas.
12. Coordinates annual compliance training plan and provides regulatory compliance training.
13. Oversees loan, deposit, and non-deposit investment product compliance monitoring program.
14. Coordinates regulatory compliance examinations, serves as liaison with regulatory agency staff, and review/prepares responses to exam reports as needed.
15. Coordinates maps and analyzes lending practices annually, and ensures the timely and accurate filing of HMDA, CRA and Small Business Loan Application Registers (LARs) with the Federal Reserve and other applicable agencies.
16. Assists general counsel on matters involving litigation, which may affect the Bank's compliance with laws and regulations.
17. Serves as liaison with FCFC Audit and coordinate/review responses to compliance findings/recommendations.
18. Oversees the review of print and electronic media advertisements for compliance.
19. Manages branch opening/closing/relocation notice requirements.
Bona Fide Occupational Qualifications
1. A Bachelor's Degree in Business, Accounting or related field is required. A minimum ten (10) years of experience in bank compliance and five (5) years in a supervisory role are required.
2. A thorough knowledge of Bank Secrecy Act / Anti-Money Laundering and Federal and state consumer compliance laws, regulations and regulatory guidance are required.
3. Must demonstrate ability to lead and manage a team of professionals.
4. Certified Regulatory Compliance Manager is required.
5. May be eligible for Telecommuting. Candidate must reside in PA or OH to be considered.
