About Oceanside's Water Utilities Department & the GIS Team

The Oceanside Water Utilities Department is an innovative and forward-looking organization whose goal it is to ensure ongoing access to safe & affordable drinking water, reliable wastewater collection & treatment services, and environmental sustainability by maintaining top talent, resource resiliency, dependability, and system efficiency.

The Department is accepting applications for current and future vacancies for the position of Geographic Information Systems (GIS) Specialist. The GIS Division delivers a comprehensive citywide geographic, imagery and geolocation service to all departments across the City; and provides geospatial support to the City asset management enterprise system. This Division is critical for supporting City officials, developers, and citizens with relevant and accessible geographic data to assist in planning and decision-making. The GIS group is overseen by the Principal Water Engineer.

The GIS Specialist is a contributing member of the City's ever-evolving GIS system. The GIS system allows end-users including City staff and the greater public to access a wide range of user-friendly maps and integrated geographic information. The GIS Specialist is involved in the production of map visualizations, geographic analyses, database management, and modelling in support of citywide services operations, economic development and asset management. This Specialist may also be assigned to work on special projects or programs as required by the Water Utilities Director and Principal Water Engineer.

This position is designed for a GIS professional with 2 or more years in the field who is comfortable being a contributor, collaborator, and process planner. While experience with water utilities systems, relational databases, structured query languages (SQL), and information system planning & integration is desirable and will be considered advantageous, we encourage all candidates with a strong interest and willingness to learn to apply. Examples of Duties

Manages assigned projects related to GIS operations including interpreting work requisitions, analyzing geographic data, developing computer applications to assist employees in the use of spatial data, prioritizing and assigning work and training employees on work methods; maintains and enhances geographic information system data sets, according to evolving needs and resources including digitizing, editing, research, creation, calculation and editing of attributes and merging of data from different sources; performs a variety of complex systems analysis in the design, implementation, maintenance, and upgrades of geographic information system web applications and supporting software applications; programs new web applications or enhances existing web applications; provides various web applications development support in response to staff needs, including set-up and configuration, and trouble-shooting user problems; maintains existing web applications by modifying programs or implementing new applications; tests modified applications for possible errors and resolves as needed; creates and maintains GIS database metadata to support enterprise GIS efforts throughout the City; determines methods of integrating and interfacing between existing programs (such as GIS, Asset Management System, and Land Development Systems) to meet user needs; participates in testing, prototyping, documenting and training of the applications and software; reviews, categorizes and compiles a variety of data; creates, maintains and conducts Quality Assurance/Quality Control of geographic data sets using a variety of software and source data; creates final map products using a variety of GIS software for various departments and City Council meetings and/or reports; produces specialized maps for various City departments as necessary; conducts Global Positioning System (GPS) surveying and data post-processing for GIS database development efforts; Develops internal and external web-based GIS applications within the ESRI framework, utilizing the ESRI JavaScript API, ArcGIS Server, and ESRI web services; writes well-documented Python scripts to perform GIS analysis and automate GIS processes; utilizes a variety of city's systems to find and collect data for use in everyday work such as: Document Management System, Asset Management System, and manual files; performs research and analysis of geographic and tabular data from public and private sources for integration to the city's enterprise GIS and other enterprise systems; Assists in creating and maintaining GIS website and portal, optimizing the web architecture for ease of navigation, editing and updating content, and conducting quality checks for consistency; prepares user documentation including flowcharts, user guides, and training materials; trains and instructs users in the use of applications; leads lower level staff on problem and/or process identification, definition, and solution development; recommends improvements, modifications, and automated solutions; analyzes application issues; takes corrective action to resolve problems; performs advanced technical troubleshooting and leads multiple discipline team for complex problem resolution; develops and customizes GIS applications; responds to public inquiries in a courteous manner; provides information within the area of assignment; resolves complaints in an efficient and timely manner; attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of geographic information systems; performs related duties as required.

Minimum Qualifications


Knowledge of :
  • Operations, services and activities of a comprehensive geographic information systems program.

  • Strong understanding of GIS-relevant programming, scripting and querying methods (HTML, JavaScript, Python and SQL).

Experience and Training

Working Conditions and Selection Process


Environmental Conditions : Office environment; exposure to computer screens.

Physical Conditions : Essential and marginal functions may require maintaining physical condition necessary for sitting for prolonged periods of time.

Sick Leave pay off at separation:

Certification Pay

The City will provide certification pay up to $0.87 per hour for employees utilizing designated certifications in the performance of their duties.

Bilingual and Notary Pay
Bilingual: $1.73 per hour for eligible employees

Notary: $.58 per hour for eligible employees

Uniforms

The City will provide uniforms for any employee required by the City to wear such uniform in the course of their regular job duties.

Commercial Driver License
The City will reimburse the application cost of Commercial Class A or B Driver License to full-time employees in certain classifications.

Safety Shoes
The City will provide reimbursement up to $175 towards the purchase price of safety shoes to employees who are required to wear such shoes on the job.
