Job Description: Health Information Technology Consultant

Position Overview:

We are actively seeking a dedicated Health Information Technology Consultant to support Paragon's technology infrastructure, user maintenance, and help desk services. As an IT Support Specialist, you will play a crucial role in managing user accounts, troubleshooting technical issues, and providing support across multiple platforms. You will also be responsible for setting up equipment for new hires and ensuring all necessary accounts are ready for their use. Additionally, you will support the transition from the Opus Health Record System to KIPU, maintain our Google Business accounts, manage Microsoft Office accounts, and handle Zoom and BambooHR account maintenance. This role requires excellent communication skills, technical expertise, and the ability to manage multiple IT systems efficiently.

We are looking for an experienced Health Information Technology (HIT) Contractor with a deep understanding of behavioral health data management, security, and compliance. The contractor will play a critical role in managing, securing, and reporting on large datasets related to behavioral health services while ensuring full compliance with HIPAA and 42 CFR Part 2 regulations. The role also requires providing technical support to remote staff, facilitating clinical quality data reporting, and leveraging SQL for database management. This position is ideal for someone with strong analytical and technical skills, along with experience working in behavioral health or healthcare environments.

Key Responsibilities:

Behavioral Health Data Management:

  • Oversee the storage, security, and management of sensitive behavioral health data, ensuring confidentiality and compliance with federal regulations (HIPAA and 42 CFR Part 2).
  • Manage and integrate data from multiple behavioral health service providers and care settings, including outpatient clinics, community-based care, and telehealth platforms.
  • Ensure secure management of patient records within the electronic health record and other platforms or tools
  • Implement data governance policies to ensure data consistency, quality, and compliance across all behavioral health databases.
  • Assist in configuring and maintaining Electronic Health Records (EHR) systems tailored to behavioral health, ensuring they meet clinical workflow and regulatory needs.

Managing Large Data Sets and SQL Development:

  • Develop, write, and maintain complex SQL queries to manage, analyze, and manipulate large behavioral health data sets, including patient records, claims data, and clinical outcomes.
  • Use SQL to create data models, build reporting queries, and develop ETL (Extract, Transform, Load) processes for seamless data integration and reporting.
  • Optimize database performance for large-scale datasets, improving query response times and ensuring efficient data retrieval across distributed systems.
  • Perform data validation and quality assurance checks to ensure the integrity and accuracy of datasets, especially for reporting clinical quality metrics and claims-based performance measures.
  • Manage and organize large-scale behavioral health data from multiple sources, including EHRs, billing systems, and third-party healthcare databases.

 

Data Security and Compliance (HIPAA & 42 CFR Part 2):

  • Develop and enforce policies and protocols to ensure that sensitive behavioral health data is stored and transmitted securely, adhering to HIPAA and 42 CFR Part 2 requirements.
  • Implement encryption, user access controls, and audit logs to safeguard Protected Health Information (PHI) and Substance Use Disorder (SUD) treatment records.
  • Monitor and assess risks related to behavioral health data, including potential data breaches or unauthorized access, and take proactive steps to mitigate them.
  • Conduct security audits of databases and systems to ensure compliance with behavioral health confidentiality regulations, especially for Substance Use Disorder treatment programs.

 

Clinical Quality Data Reporting:

  • Collaborate with clinical and administrative teams to define data requirements for reporting behavioral health quality measures, including patient outcomes and satisfaction.
  • Design and generate reports that meet the needs of behavioral health program evaluation, quality improvement, and regulatory compliance (e.g., HEDIS, MIPS, MACRA).
  • Assist in calculating and reporting on claims-based measures, particularly those related to mental health, substance use treatment, and other behavioral health services.
  • Develop automated reporting systems using SQL and other data tools to streamline the extraction and presentation of behavioral health data for internal and external stakeholders.

 

Tools and Technology for Remote and Community-Based Staff:

  • Identify, implement, and maintain secure technologies for remote and community-based staff to access behavioral health data and systems, including VPNs, secure EHR access, and telehealth platforms.
  • Provide ongoing technical supprt to staff, ensuring reliable access to databases and resolving issues related to behavioral health data management.
  • Train staff on behavioral health-specific IT tools and ensure adherence to data security protocols when accessing or transmitting sensitive information.
  • Provide recommendations for VPNs, encryption methods, secure messaging platforms, and telehealth solutions.
  • Support secure access to Electronic Health Records (EHR) and other essential clinical software for remote users.
  • Identify and implement secure tools, platforms, and technologies to support remote work and staff operating in community-based environments.

 

HIPAA & 42 CFR Compliance:

  • Ensure all IT systems, applications, and data processes are in full compliance with HIPAA regulations and 42 CFR Part 2 for patient confidentiality.
  • Conduct regular security audits and risk assessments to identify vulnerabilities in information systems and implement corrective measures.
  • Maintain and update privacy and security policies in line with evolving regulatory requirements.

 

Required Qualifications:

  • Bachelor’s degree in Health Information Technology, Computer Science, Information Systems, or a related field (Master’s degree preferred).
  • 5+ years of experience in health information technology, with a focus on behavioral health or healthcare data management.
  • Strong knowledge of HIPAA and 42 CFR Part 2 regulations, particularly as they pertain to behavioral health and Substance Use Disorder data.
  • Proficiency in SQL and experience managing large databases and healthcare datasets.
  • Familiarity with EHR systems commonly used in behavioral health settings (KIPU)
  • Experience with clinical quality measure reporting (HEDIS, MIPS, MACRA) and claims-based performance data.

 

Preferred Skills:

  • Experience with Health Data Exchanges (HIEs) and integrating data across multiple platforms.
  • Working knowledge of data visualization tools (e.g., Power BI, Tableau) to create reports and dashboards for behavioral health outcomes.
  • Familiarity with cloud-based database management for managing large remote datasets.
  • Knowledge of telehealth platforms and tools used in the provision of behavioral health services.

 

Contract Terms:

Duration: 6-12 months, with the potential for extension based on project needs.

Compensation: Competitive hourly rate based on experience.

Work Location: Primarily remote, with occasional travel for on-site meetings or support as needed.
